Laboratory Specialist

Project Description:
United States Department of Agriculture (USDA)-funded Bangladesh Trade Facilitation project (BTF) will expand regional and international trade in agricultural goods by addressing systemic constraints to agricultural trade at Bangladeshi ports; simplifying and automating import and export processes; improving the capacity of government agencies, laboratories, and warehouses; and by fostering private and public investment, especially in cold storage.

Position Summary:
The Laboratory Specialist implements lab accreditation, certification, and capacity-building activities under the Laboratories and Testing Component of BTF. The incumbent supports and guides selected government and commercial food and chemical laboratories to prepare and apply for ISO/IEC 17025:2017 or relevant ISO certification standards. Working with an information systems contractor and other advisors, the Laboratory Specialist will coordinate an initiative to automate the transfer of import/export product test reports and certificates and to integrate trade-related laboratory reporting with the Bangladesh Customs-operated ASYCUDA World System. In addition, the Laboratory Specialist will coordinate and track the results of a capacity-building program for laboratory technicians and managers; help develop standard operating procedures (SOPs) for collecting and handling of samples; and foster improved coordination and collaboration among food and chemical testing laboratories. This position will be based in Dhaka, Bangladesh.

Reporting & Supervision:
The Laboratory Specialist will report to a senior member of the BTF technical team and supervises contractors, specialist consultants, and staff as assigned.

Primary Responsibilities:
• Provide technical support and guidance to laboratories working with BTF to initiate or improve quality management systems and test procedures, and to prepare action plans, document procedures, and to apply for certification or accreditation of ISO standards.
• Support the development of training tools and coordinate a series of capacity-building initiatives, including a general training program and customized trainings to meet the needs of targeted laboratories.
• Contribute to the development and implementation of sampling protocols and assist in drafting SOPs.
• Support selected laboratories to develop and document testing methods, improve and/or automate recordkeeping, and enhance or streamline operations.
• Participate in project teams and interact and communicate with officials and technicians from Government agencies, laboratories, donor projects, and technical service providers to assess and map current systems and/or answer technical questions or queries.
• Coordinate or actively participate in food safety and laboratory professional networks.
• Contribute and support other relevant tasks to support BTF’s objectives as assigned.


Required Skills and Qualifications:
• An undergraduate degree in physics, chemistry, microbiology, or another relevant field.
• Minimum of five (5) years of experience as lab technician, research analyst, or laboratory quality management specialist at a chemical or food testing laboratory.
• Proven knowledge and practical experience in laboratory diagnoses and chemical and food testing parameters.
• Demonstrated understanding of the requirements for competency testing and calibration of laboratory equipment and the requirements and procedures related to ISO/IEC standards.
• Experience in, or knowledge of, with the network of government, commercial, and private laboratories in the country is preferred. Familiarity with international biosafety regulations and international food safety standards, such as Codex Alimentarius, World Animal Health Organization (OIE), and International Plant Protection Convention (IPPC) is advantageous.
• Completion of an assessor training course on ISO/IEC by Bangladesh Accreditation Board will be an advantage.
• Professional level proficiency in English language is required and excellent written communication, oral communication, and presentation skills are advantageous.
• Demonstrate proven competency in time management and multitasking.
